EU leaders will hold emergency talks in Brussels on Thursday about the situation around Ukraine and Russia. The 27 leaders are expected at 12:30 p.m. by the President of the European Council of Heads of Government and State, Charles Michel, his spokesman said.

The consultation lasts an hour and takes place before 50 African leaders make their appearance for a two-day EU-Africa summit.

According to sources, the extra deliberation is informal, meaning there will be no written conclusions. Instead, according to an insider, the 27 need a discussion about the latest state of affairs and exchange of information and opinions about developments on Ukraine’s borders.

“It would be weird if European leaders were in Brussels for two days and didn’t talk about the topic that has been in the international spotlight for weeks.”

Russia announced on Wednesday that it would withdraw troops. Still, according to NATO chief Jens Stoltenberg, it appears that Russia is continuing to build up military forces on Ukraine’s borders, he said earlier on Wednesday. “So far, we have not seen any de-escalation on the ground.”
